Municipal and local councils sign the minutes of meetings & resolutions

A software solution was created for the municipal council of Zug, which shows them on logging in to the document management system, which electronic protocols or other documents are available to them to issue a qualified electronic signature. The signature solution used is web-based and uses Sign Live! as a signature server and the Sign Live! signature applet, which is signed with a smartcard token, meaning it is legally binding and can be used while travelling.

The protocols are created initially in Word, then saved in DMS and prepared for the signature procedure in the Sign Live! signature server. To support long-term archiving, all PDF documents are automatically converted into PDF/A format when they are first transferred to the Sign Live! signature server.

After registration on the DMS the municipal council responsible can choose whether to validate all or only some documents. There is also the option of looking at the documents again in the viewer. As part of signature creation, authentication is carried out first and only then is the PIN entered to provide the document with a qualified signature. With the signature a graphic representation deposited on the Sign Live! signature server is visibly inserted in the PDF document. If checking requirements do not require further signatures from other municipal councils, the signed document is automatically prepared for the DMS.
